Why that split exists
Building a sportsbook trading engine, a casino integration layer and a regulated payments stack from scratch is a multi-year exercise, so most operators licence one. The operator answers for the account, the money and the customer relationship; the supplier answers for the software and the game integrity. Two licences, two sets of obligations, and a paper trail through both.
